On September 14, 2006, the Cerritos City Council approved a Municipal Code
Ordinance that prohibits parked vehicles from blocking the weekly street sweeper
on specified days and during specified times. The impetus for the restriction
was the growing numbers of complaints by residents that sweepers are routinely
unable to sweep the gutters in front of homes because parked cars block the
sweeper. Over a several week period in the spring of 2006, parking control
officers followed sweepers in various parts of the city and observed hundreds of
parked cars blocking the sweeper in a single day. The problem was observed
throughout the city.
The City Council was asked to consider an ordinance prohibiting parked vehicles
from blocking street sweepers for the following reasons: Cerritos was the only
city in the region without some form of restriction prohibiting vehicles from
blocking sweepers; there was a growing chorus of complaints by residents,
verified by Community Safety Division staff, about this problem; and state and
federal environmental regulations require proper sweeping of gutters, which was
difficult to accomplish in Cerritos. The Council approved the ordinance with the
stipulation that there would be an extensive public education campaign informing
residents about the new ordinance.
To that end, this information is posted on our City’s safety website along with
maps showing the days and the specific four-hour period each day where it is a
violation to park and block the sweeper. By clicking on the day the sweeper
services a particular housing tract, residents can identify the particular
four-hour block of time when parking is prohibited on their street. The regular
day of the week when the sweepers work in a particular tract were not changed.
No parking signs will be posted at the entrances to every housing tract
beginning sometime in March, 2007. Once the signs have been installed, warning
notices, not citations, will be issued to violators from about Monday April 2,
2007 through Friday July 13, 2007. Beginning on July 16, 2007, violators will be
issued a citation, the fine of which is $25. No citation will be issued unless a
parked vehicle is observed blocking a street sweeper. It should also be noted
that the restriction will not be enforced during weeks when there is an official
holiday (and the Cerritos City Hall is closed).
If anyone has questions about this new ordinance, our Community Safety Division
staff can be contacted at (562) 916-1245.
